HR Specialist & Administrative Lead

ACA Status (PT or FT): Full Time                                                                Pay Range: $26-32 per hour

Summary: Under supervision, responsible for the overall administrative functions of the office, provides professional/technical support in contract administration, document management, Intergovernmental agreement management and grant development. Provides professional/technical support in the functional areas of human resources, including general employment practices of the District, recruitment and selection, human resources development, compensation and benefits administration, and employee training functions.

Duties and Responsibilities include the following.

·         Supervises administrative aspects of District office operations, ensuring high-quality customer service and efficient operations.

·         Coordinates the onboarding process for new District employees, including job posting & advertising, screening application, assisting hiring managers as needed with selection activities, and completing background check & onboarding activities with new employees.

·         Responds to unemployment claims, workers compensation injury & lost wage claims, employee wage garnishments, and other sensitive employee contacts.

·         Plans & executes annual benefits renewal and open enrollment process.

·         Processes regular and exceptional employee changes, including annual compensation increases as applicable; annual benefit premium changes; qualifying event and age-related adjustments.

·         Maintains all aspects of the District’s retirement plans with its vendor, including submitting and verifying employee & employer contributions, periodically reconciling contributions, and working with the vendor and District legal partners to maintain and update contracts and agreements as necessary.

·         Performs other related duties as assigned.

Education/Experience: Associate's degree (AA) or equivalent from two-year college or technical school; five years administrative experience and/or training or equivalent combination of education and experience; and five years of progressive experience in the functional areas of Human Resources.
